how to make steel up in the north(ice region)??

answer is you dont. u can only kill npc's for it that ive seen. they can drop steel bars/reinforcements and brimstone

So its actually better to move back to the starting area cause its easier to get resources and stuff, right?

well it depends. you cant make steel or hardened steel but you can make starmetal which is the tier above that.

There are some places that teaches you to craft more things, like the black armor of the dead, for example. Some of them are the principal cimmerian campment, at the north of the marshes, the frozen dead city (Xullan, the Black Fortress) or the frost temple at the very north. There should be some monoliths to read and to learn recipes (search for the orange ones usually), at the frozen temple you can find the frozen forge, were you an build black iced weapons.

And my opinion is that you should be capable of find anything everywhere, even if is just in very low proportions, by now, to trade isn´t viable.

In my experience, Farming NPCS in the Frozen North is way faster than actually making steel bars.

As a fine gentleman pointed out to me in another thread, there actually is a source of brimstone in the north. If you go to the caves to the east of the Northern Aqeuduct you'll fine what are essentially Harpies. Those Harpies occasionally drop Brimstone.
