What you can do when this happens, is unsub the mod, log-out Steam, go to your mod-folder, and remove the mod manualy. Sometimes Steam doesn't clean-up properly, so old version get installed over and over, or stay installed.
Then back to Steam, resub, and you should now have the new version.
Check to see if any other mods had an update (your avatar in the top right -> workshop items on the right -> subscribed items and you can see all the update dates..)
Do the same with those mods as well..
If that doesn't work, then simply do a verify integrity. Properties -> Local files -> Verify integrity. That will also cause a workshop refresh..
