If you have the skills unlocked (Silent Legion Weapons), you can repair it having only the needed materials to fix it.

Since you can make Telith's Lament, that means at least you unlocked the feat by reading the Stones in the Black Keep at least at level 55 and knowing Star Metal. (I hope you did that).
Telith's Lament can actually be made in a regular black smith station.
The catch which makes it only craftable at level 60 is being able to make the "short handle" in the carpenter's bench.
There is nothing that should prevent you from repairing it (even while it's on your hot bar) so long as you have the required materials. (Black Ice & Hardened Steel).

If so, I'll bet you a stack of pancakes that's most likely the cause.

I suspect that the OP does not have the correct ingredients on the bench or does not have the appropriate feats to repair that particular weapon. If the OP does not have the appropriate Feats, then that weapon was either made for them by another player and must be repaired by that player or has admin'd them in, without having those Feats...and the preceding Feats necessary to get to that point.
I do have the feats and as far I can tell the correct materials unless it takes something that isn't used in the initial construction of the sword to repair it. This didn't start happening until after the last update to the game so I think something on the backend went wonky as even when I verify integrity of the game cache I can't repair it.
I have had my friend who has all of the same perks hop onto the server and he himself can repair them with all of the same ingredients as well as the same exact feat list that I have. At this point I have just sent it in as a bug but I can't apparently delete the thread since it has had too many replies.
