Razor arrows x Steel Arrows
What are better ? Does Razor causing bleed or not ? is there any effect that some arrows make ? exept cripple (hit to the legs) or is there a special bow that cause any effect ? (poison/bleed/etc.)

There are "special" arrows that do things like aoe poison and such. Set arrows also do poison damage as another option. The Conan Exiles wiki has a list, though not sure how complete it is.

To your specific question, I don't think razor arrows cause bleeding but they do more damage then steel.
