Report a translation problem
I don't even know where to begin, so I'll keep it short. This isn't going to ever be a possibility. The game at its roots is just not compatible with that type of gameplay and would essentially require remaking the game from scratch.
Your best bet when you find a location like this is to find the highest spot in the area you want to build on and place the first foundation there. Once you've done so, you can rely upon the snapping mechanism and then add foundations to level out the site.
If you do this, I'd also recommend using Shift+MouseWheel to elevate that first foundation above the level of any grasses so that they won't poke thru your finished floors.
Even if we did manage to add the terrain tools what do you think it would do for performance?

I think the best hope would be to create a "set" of terrain styled building blocks and use them like foundations.

This is the best solution. My base is built on a foundation grid pattern. Only thing, I started at water level in the Oasis Of Nekkhet.

I do have the taller grasses poking through the floors in the locations where the foundations run under the level of the terrain.

You know, maybe I'm weird, but I've never really understood the attraction of trolling for people. Not dissing you... trolling can be amusing, clever and even enlightening when done well. I just prefer to say what I mean and mean what I say.
There's a lot of room for confusion in a medium relying solely on the written word. Trolling is pointless (beyond selfish entertainment) if the audience is unaware of it... hence the fun has to be spoilt at some point for the trolling to be genuinely meaningful and effective.
