Yeah, I would just assume build a new one as well, except that the location of this FOB (forward operating base) means humping all that crap all the way up there everytime the well runs dry. While there is water a hop, jump and a skip away, the well in the base means not having to walk several blocks just to get a drink or fill the waterskins.
I was hoping they would've fixed this one by now. Any evidence that the higher tier well works, or not?
So far it seems like the best solution is to just mass produce wells, and when the bug strikes replace them. Even in the same spot they fill fairly quickly again.
Yes, you're right water is not easy to come by up there and I always get thirsty eating all that spicey stuff to stay warm. Speedfreak has the right idea though, just build the Mitra water wells. They are cheap, always work and you can make a bunch and stick them in inventory for using at far reaching outposts that are dry as a bone.
