Can't seem to find if there is an optimal tool for gathering feathers from ostrich's between the axe, pick, and skinning knife or is there no difference in that case?

Just skin it, you will get enough feathers. And there are other birds in the jungle at the east, skin them too.

Lots of birds in Jungle and mid desert, also Vultures on the edges. I believe skinning knife gives 10-15 per bird

For the determined and insane, in the L1 starter zones (south) there are a few plateaus with bird nests in them (no monsters) that spawn a few feathers per cycle. It's not as much as skinning a bird, but they're free and you don't have to fight anything for them.

Catch is you need mad climbing skills to reach them. I suggest hauling up an elevator and a couple foundation stones to lock it to when you make the trip, just to save yourself agony later.

if you climb high cilfs you can find nests with a ton of feathers in them.

I used a cleaver on a nest and got loads of feathers.

Skinning knife. There is no special tool for it.
