The game has a general motivation that you can take in or not (find how to escape the exiles lands) and gives hints and clues as to how you'd do that... then some NPCs tells you things and some others point you in some directions...
All of it is very vague and totally optional... the main game is building, defending what you've built from purges (or other players, if pvp) and finding how to progress/develop new techs as you level up.
EDIT: And exploring the map of course, which is very large and has insteresting stuff to find... Also, last but not least, killing stuff... of course :)
Personaly, i had a blast discovering how the crafting system works in it's full capacity. The way you can combine items is rather interesting and kept me occupied for way more hours than i would have liked it to. :p
No quests. And only partly a sandbox. The sandbox part is that you can settle anywhere on the map. But all the more important resources from mid to high end are in specific biomes and drop from specific mobs like in a themepark MMO. World design is bad for a sandbox game imo. Skills are also very limited in that everyone will go for similar builds that just work for combat atm.
In current state PVE is quite shallow and if you are on your own quite the grind, even if you change server settings (which can be done ingame in singleplayer). The purge (where mobs attack your base) is aimed at co op.
Combat needs a lot of work still too. Lot of trouble with hitboxes and nonsensical attack animations for certain weapons. As if it is just made to look nice.
