Black Ice Tools > Star Metal Tools?

It seems Black Ice tools yield more per hit than Star metal? Is this on purpose?
I understand that to make Icetools you need to be at the ymir forge, but you can't repair them after that as long as you have Black ice (which everyone has a billion of) and H-steel. (plenty of that too). Seems Star tools should be better because they require a resource that only sometimes shows up?
Am I missing something?

both yield the same amount of materials.
starmetal pick is lighter and has much more durability.
Personnally i have way more starmetal than hardened steel, since i need steel for a ton of things, so it depends on your playstyle and other factors too (like pvp/pve, number of active players on your server and bases locations).
