Most people place on ground for that reason, but as long as you've built a fair bit of stability i would go with ceilings. Mainly for the reason they have to make it upstairs to start bombing it, and if they want to destroy what its placed on they need to foundation/pillar wipe completely.
Depends how much you want to invest in keeping it secure really.
If you dont plan to keep valueables in it, then no worries just placing it outside like a dump chest.
Edit: its been awhile since i've tested this, but a single foundation in the center of the vault can support it, and its quite hard to hit from above/ground level, Since the vault covers it.
