How did blunt arrows make it past testing
The blunt arrows do actual damage to people because the bow still does damage. Maybe you can make a blunt bow for capturing thralls OR make the blunt arrows do negative damage to counteract the bow damage to stop the thralls from dying before becoming unconscious,

well they got a archery change coming, horse had a video with some of the new arrows.

Plus lets not forget they already said they were going to work on archery
