From what I've gathered from the Archivist, once you attune the bracelet after you get all the neccessary ritual items, you supposedly can remove your bracelet and can "leave" the exiled lands. (basically story game over and start over). Also, there are several key locations that you need to go to "update" the attunement (just like the one where this first happened). I don't know how many there is though. I did however find a second one near the Black Keep.
There might be a connection between the bracelet and the corrupted stones in building your map room and then enabling teleporting.

It means you have attuned an obelisk and can fast travel there from a maproom

Can I make a maproom? or do I have to find one?

Maproom feat is unlocked by talking to the archivist in the unnamed city.

Its big as ♥♥♥♥ so make a 10x10 atleast to place it also you teleport by moving around the map room and clicking the little pillars around the edges of it.
