Silver can be mined in the area south of Sepermeru called the Jawbone.
But you need to smelt it into silver bars before it can be ground into powder, in the grinder.

I think gold can be found somewhere around the volcano.

Both gold and silver coins drop from NPC's coins can be ground into powder in the grinder.
