Edit: Someone could probably make a mod relatively easily which made it possible.

Someone would have to know the code to make "exclusion" zones.
Afaik, Only developers are privy to "that" code.

Would be a great new way to raid a base. knock out a key wall point that drowns the inhabitants out.. or make a clever trap that drowns invaders.. or washes them out into a pitfall trap.

You can but you drown, There's no method of excluding water from an area. Doesn't stop you building up from the bottom and making a base over water.

I've made a water base once where the living / working areas were above water.
But the only way in was underwater and through a maze that required you to use breathing potions to make it.
