Use the right weapons and pay attention to their properties.
Roll out, and pay attention to the locations. Don't just headlong rush into them.
Dodge rolls still work in that situation and are the best solution second to bringing friends or even thralls
I'll make a video next time ( I recorded too late here I was already dead ).
My character tends to get stuck between their shield and their body
(the body of a single skeleton before me and the shield of said skeleton behind my back),
so that I am not able to dodge anymore.
After a few jumps I may get unstuck sometimes,
but most of the times I am better off to just settle down for dying.
Since that time on, I started to ignore them... just climb to something and they'll deaggro in a bit... or just run past them and put obstacles behind them and you.
It seems that for most AI, if they don't see you... they don't chase.
I started using a War Axe though, and with that I had better luck... even then, sometimes I fight one or two that 100% block all the damage and just stand there doing nothing while I wail on him, but I haven't been back to area where they all are yet, I just mostly fought the ones that are inside Deathwhisper ruins and the ones in the undead village that is near the sinkhole, and they seem to be easier than the ones in the Unnamed City.
Its when they all merg into one another and become an Unblockable super skeleton blender that bugs me.
Axes will bash through along with some maces, and spears/pikes will reach past the shields
They drop their shield just an instant before they attack.
Think tactical and you'll keep outmanuvering them ... so keep your head on a swivel.
One other thing (such as in Deathwhisper ruins) .. use a sandstorm mask and gas orbs.
You won't believe how fast they go down. If you don't have a mask yet, throw at a distance and stay out of the cloud but make sure to put the cloud between you and them.
