How to change PVE server to PVE-Conflict ?

I think it is more a combination of a few settings in the serversettings.ini

CanDamagePlayerOwnedStructures=False

PVPEnabled=True

The former protects your buildings from attack, the later gives the PvP side.

No worries, there are other settings you can change in there, like whether to permit gods etc.

You can change a lot of it in game from the Settings option, so long as you are Admin.
