A surprising amount of armor is cold weather. So much so that it's actually rediculous, but it's not available until later levels
- Nordheimer armor is cold weather resistant, all three tiers, but requires fur. Probably the 2nd easiest to get behind Reptile armor.
- Zamorian Thief Armor from Greater Civilization Armors is comically 'cold resistant'. It probably should be heat resistant with that buttflap.
- Reptile and Lemurian dungeon armors are both Cold resist armors, despite Reptiles not being found in cold biomes and Lemurian is a jungle boss reward.
If you're going into Very Cold areas, you want a FULL SET. You can't get away with half measures if you're after Ice/Black Ice.
Simply, you have to craft those armors to get the best resistance,
Unfortunately, the "best" ones (Epic Class) won't be available to learn (unlock) until you are level 60. They also require the Improved Armorer's Workbench to craft them. It doesn't require you to have an armorsmith at the station to do it for you. You can do it yourself.
You can unlock Silent Legion armor at level 55 (In the Black Keep) if you have star metal unlocked (at least at level 55) and it is essential armor for surviving the heat in the volcano. But, the catch is you won't be able to craft it until you unlock Epic Armors at level 60. The drawback is it is only heat resistant.
For your purpose, Vanir Epics is what you're looking for. (Not Ymir armor from the Altar which is base class heat resistance).
Technically speaking, there is nothing "cold proof" or heat proof. Only better resistances.
Vanir armor has a total cold resistance of 15.
