Base building
Building bases over a POI to hog it is selfish and stupid. It's also lame AF and annoying as hell. I hope Funcom restricts this in the future, there is plenty of space to build.

Nature of the game.

Regardless of how much you restrict things, players will gravitate to the most optimal setup.

On the server I am on some one walled off an entrance to the northern part of the map, a few kilometers away someone else built a giant stairway to the top of the wall into the north. it detracts.. I'm just saying the POI's and a small circle or square around what are named points of interest should be "claimed land" already. In Star Wars Galaxies people used to build houses to obstruct race tracks. It's just spiteful and stupid.

I have to agree with both of your points, its selfish and annoying but Funcom cant stop people from finding a way to do it.

FC can restrict build area.

As nowaday you cant build on a npc camp, the same could happens with the black stone structures and PoI around the map.

There a LOT of places to build, MANY bases without the necessity to use that places. PRINCIPLY on PVE servers where building are indestructible

Creating an interdict would just mean they'd spend the time and effort to build even bigger structures to restrict other player's access to the site(s), without a POI restriction on building you can just go outside their own claim range and build a bypass. Annoying and unaesthetic, but it actually hurts casual players the least.

Lucky for me the buildings I was speaking of are falling apart at a pretty quick rate these days. However, the guards they left are still there, in mid air, even though the structure is now gone. When you kill them they at least fall to the ground to be looted.... But the beds and crafting stations and other assorted items are just hanging up there not the least bit affected by gravity..
