Best way to get Fragments of Power from random Elite critters?

I could be mistaken, but I thought that the random Elite monsters that could spawn (the ones with one skull under their health bar, not world bosses) could drop Fragments of Power? I'm level 60 and not running mods. But maybe I'm using the wrong tool to harvest the bodies? I know I don't seem to get Demon Blood from these creatures unless I use a pickaxe. Is there a specific tool that makes getting a Fragment more likely? Or in the other direction, are there tools that can't harvest them at all?

Since I'm not using mods or tweaks to increase the max level, I'm really short on Feat points, and I'd like to know if I'm just doing something wrong, or if they're simply rare drops. I did search the forums here and couldn't find anything useful when I looked for "fragment of power." I also checked the wiki, but if they do drop from Elite creatures then the wiki has not been updated to reflect this.

They come from the bosses in the unnamed city, not the elite treasure hunters though they drop their hearts that when eaten reduce corruption.

The fragments are just in their inventory together with a legendary repair kit and other random items (maybe even a legendary weapon/armour)

There are certain places within the city where a little casket will spawn with a fragment in as well - the respawn is every 24 hours I believe.

From the wiki under fragment of power:

Fragment of Power is a guaranteed drop from the Unnamed City Bosses, with a ~1.1% chance to receive a second Fragment of Power. Additional Fragments of Power can be found as Relic Fragments, small chests hidden around the City.

Besides being used to unlock the Library of Esoteric Artifacts recipes and craft the respective items, it can be consumed to acquire 10 additional feat points.
