So the DLCs do not add anything to a server.
They do unlock items that the player can use, like different looking foundations that are very similar to existing ones. To get them, you must first unlock the vanilla ones. Also armor, which in some cases you can unlock a bit sooner than the vanilla stuff. Same for weapons.
Not sure I'd call them just cosmetic, but essentially, they are.
Maybe a better question would be, do they add gameplay elements/advantages vs someone who doesnt have the DLC

You generally get them for free after having unlocked some prerequisite, so you can easily skip a lot of feats, saving you feat points. It won't really matter much, but it can be quite convenient, especially as solo player.
Players with conan's atlantean sword (not in the season passes) get a solid iron tier 2h sword before others even get the base one, even once they do it's still slightly stronger unless they can produce flawless verions, which is unlikely at that level.
Unique combinations in armor: I.e. you want a heavy heat resistance armor that gives stamina or a heavy cold resistance armor that gives carry weight.
Epic DLC armor across the board has significantly better heat and cold resistance than any non special armor. You can get by just fine without them, but it can help you get into the snowy regions or the vulcano easier and earlier.
Tl;dr: Technically no, but in practice it might as well be.
