However there ARE themes that you can attach to creatures, that are DLC exclusive. That is cosmetic only of course.
And the main debate, which your question taps into, is are DLC actually JUST cosmetic?
The honest answer is, and I expect hate on this, NO the dlc are NOT just cosmetic.
Here is the reason why:
1) making DLC epic armor (and weapons) has lower requirements than other epics. It is a T4 thrall. In other cases you need to source that specific thrall, which has a low spawn rate.
2) Building DLC blocks are at a different level as base blocks. This is mostly a problem with Black Ice vs Khitan. However, build, regret, destroy and you will see what I mean.
3) Armors from DLC add various stat bonuses that you cannot get without them.
4) Dunno if it is patched, but DLC medium helmet works as Light on light armor for the rest of the build.
5) DLC armour has a small temperature bonus, that you cannot get with default armor.
Hence, YES DLC is NOT in any way cosmetic, it was never intended to be. I bought them anyway, and I am pleased with it. But do not believe the BS posts here. IT IS NOT COSMETIC!!!
As the gamer this leaves you with a choice. Do you want to express outrage with denial of purchases or not.

A little misleading with the building pieces / weapons, but true when it comes to the armours (although there are base equivalents except for the stats).
It is possible to get armour in the base game, that doesn't require a special t4 thrall and that gives the same heat and cold resistance (champion - cold, silent legion -heat) or better cold resistance (warmakers) however the stat bonuses given are different and in some respects some say better. The stats are too much to list here but look at the wiki to see the differences.
Building pieces cost and hp wise exactly the same as T3, for example a foundation from any dlc or the reinforced stone cost 15 hardened Brick 4 Shaped Wood and 3 Steel reinforcement and have 10,000hp. Where they do differ is the resistance they offer. Reinforced stone gives heat resistance, all dlc except Khitan gives heat resistance, Khitan gives cold resistance. To even this out Khitan weighs the same as reinforced stone and all other dlc is heavier 2.75 as opposed to 1.5. You can get T4 cold resistant building pieces in black ice but the foundation costs 4 insulated wood, 3 steel reinforcement and 15 black ice - in fact arguably cheaper / easier than reinforced stone / dlc pieces.
So yes the building pieces are cosmetic only as the same can be achieved with the base game.
The weapons are equivalent to iron and when higher level you really are at a disadvantage with the dlc weapons compared to the higher tier and legendary weapons.
The bonus with the dlc is the furniture and pet skins.
I do not see, regardless of whatever details you might want to promote, that the claim that DLC is cosmetic is false, is in any way problematic.
Sure you might say that one thing or another I said is not up to snuff, but how does that change the overall conclusion?
