Yes, it has an enjoyable singleplayer experience, but that's more about your personal preferences and tastes. Without knowing what you are looking for, it's hard to say more other then "yup, it's fun."
Given that Rust is a (older) Unity game (with apparently a miserable community) and CE is a UE4 game, I'd say trying to frame CE as a "clone" of Rust is pretty unfair ... just in general.
CE has three online modes:
PvP (which is probably the closest to Rust)
PvE-C (which is PvE most of the time, but has some PvP windows).
PvE which is PvE co-op.
It also has a solo player mode.
Personally, I like the game world and all the stuff about it, but whether or not you will ... I dunno. I'd say it's a good Survival game. It's not bug free by any means, but overall, I'd say it's a good game.
It's a beautiful, highly varied game world, that's huge as these things go.
Don't get me wrong, I like Rust. But the player base just kills that game. I'd rather play this.
Picture like Stranded Deep but not on islands. Playing by yourself, you're really exploring a VERY sizable map, with lots of NPC's to battle with (human, animal, or monstrous) and some very few NPC's to talk to. They will tell you some lore, or teach you one of the games religions, but that's about it.
Dialogue is NOT a big part of this game; Though that can be modded by you or others. But this is not a quest game, it's more like minecraft or stranded deep with naked barbarians.
So after exploring for a while, and leveling, doing journeys and stuff, and crafting some initially important items, I usually find a good looking spot to plop my base and start crafting the stuff to make use of the FANTASTIC building mode in this game. I make my crafting stations, make my wheel of pain, so I can go out and knock out some of the human NPC's and place them on the wheel of pain to 'break' them and use them on my crafting stations or as base guards.
I keep doing this and keep exploring, and searching out dungeons to beat, and look for the recipes, emotes, and lore items that are spaced all over the map, returning to base to craft more stuff, or just chill for a bit.
This isn't like Skyrim or the Witcher, though, and I can't think of any mods that really add 'quests' to the sandbox nature of the game... If you are good with visual scripting tools, you can use the mod Pippi for this game to create your own NPC's, place them in the world, and type out your own quests and rewards for them. That's not NEARLY all the mod Pippi does; It offers TONS of functionality to someone with enough patience to learn it, and it's a super useful mod even in single-player mode, imo.
It's really about what type of experience you want from gaming. If you're looking for a story that someone else made and you are to follow along with and immerse yourself in, I don't think this game will suit you. If you enjoy sandbox games where you enter them with your own ideas, build plans, and desires for exploration, I think it very well may be a game you will enjoy. Really my best analogy to the general gamer about this game is the one about it being like minecraft with barbarians in it.

I have never played Rust and I do know that you are stating misinformation. If it were a reskin, there are a ton of legal issues that will have gotten the game pulled long ago. Also, there is a lot of C code that players do not see that make the game work.
It's much more like Ark rather than Rust - if you need to compare.
And yeah, Rust is 100% pointless unless you're into a PvP gankfest, but this is good solo or co-op.
It's also better than Ark because your base does get attacked by mobs in PvE. I frankly lump Ark in with Rust as a game that's only for PvPers, PvE players need not apply, as the game is just empty and lacking any point if you aren't playing it the way they envisioned (On a PvP server with tons of other players)
Conan has viable PvE. There's lore and things to do besides build and raid other players. They didn't take the lazy approach that both Rust and Ark took in making the other players be the game content so that they didn't have to develop any credible tasks for you to do in the sandbox, or any credible threat to your base.

Playing it by yourself is fun, to a degree. It plays more like (odd comparison, I know) Minecraft, rather than a more story-driven RPG (which is what I was hoping for when I bought it; I still enjoy it, but I don't put as much time into it as I would have, otherwise), though.
There are differences in playstyle. If you play PvE or PvP, there are plenty of other people (players) to interact with, but you kind of have to participate every day (more or less, depending on server) or your buildings will slowly go away, you may not have as many choices of mods you want to use, etc; if you play single-player, you get your choice of your favorite mods, and an admin menu that'll allow you to set the difficulty levels to a point that's enjoyable to you, and to turn decay off entirely if you want. No decay means you will never lose any of your buildings due to neglect (unless a patch breaks something, which I've had happen; there was one that destroyed all my chests, and I didn't realize it until almost three months worth of gathered gear and supplies that I'd stashed at my base all vanished on me because they were now OUTSIDE of the chests, and thus timed out. Thankfully, admin panel (again) saved me by allowing me to replace my lost inventory), though as a single player you can generally set the game aside for a few weeks (to, say, play something else) and come back without having lost a thing due to decay.
There are a scant few NPCs you can talk to, but none of them have much to say. On single player, mostly it's fighting, resource gathering, crafting, and building. There are a few small quests, but there isn't much reward for completing them all (unless "Your world is wiped out and you get to start over from scratch!" is a reward for you, I suppose). A few provide you with unique resources and crafting recipes, though, so may be worth playing through. And there's a ton of lore to track down, if that's what you're into, though the lore doesn't seem to affect gameplay much.
There are some game mechanics which should make either or both of single player and multiplayer more interesting, but they've never really gotten them to work right (the Purge, for example; it's okay now, I suppose, but still not really what was originally advertised, and honestly it just becomes a bit of a hassle in single-player, at least until you've built up your base a bit). In single player, you can turn some of those off yourself, if you want, and admin-panel yourself the rewards they're supposed to grant you if you feel like it; otherwise, you'll have them on or off on the whim of the server admins. In single player, you can also (for example) turn off the purge, build the base you want to defend in (relative) peace, and then turn the purge back on to see what it can do against it. The official servers have even turned some of these off, now and then, because of broken\exploitable mechanics (most recently Avatars, IIRC; have they been turned back on, yet?), so make of that what you will.
Hm... I think I'm forgetting something that I wanted to mention when I started this post, but I can't think of it at the moment. That's hopefully enough to help you make a decision, though.
