Make cosmetic mods not need to be server side

I have a mod that's nothing more than a texture edit but I can't use it online, you get a mod mismatch error. It would be nice if cosmetic mods that don't alter anything affecting gameplay aren't required to be installed on the server.

There are people who mod a lamp to look like a chandelier. Great! Don't mind those client side only even on servers
Not sure if you know much about WoW PvP but there were people who modded gnomes the size of a tauren.
That's why no mods at all. At all. Ever.

Yeah something that alters a model's mesh or hitbox definitely should require a server install. Texture edits should get a pass though.
