However, keep in mind, if you are running a game AND a server, you probably wont make it. The game takes up a couple of gigabytes of ram, and up to 5 due to the memory leak.
So if you've got a dedicated machine for the server... probably.
However, i recommend considering renting a dedicated server.
I rented one for just 17 bucks a month. Has enough slots for 10 people.

To clarify: This is supposed to be a dedicated machine to run a dedicated server. There will never be more than 2 players. Renting a server for 17 bucks a month seems like a bad deal if I can just cobble together a small machine from spare parts. The only problem is that the board is limited to 4GB.

The server program is free. You can try it, see how it does. If it works, great, if not, then consider renting the server.

It's less about the number of players and more about how many buildings are in the world. The size just keeps growing as people make changes to the world. I wouldn't say the player count doesn't matter though because multiple concurrent connections only make it worse. I've seen usage as high as 18GB with 30 or so players online.

That's already using all the RAM that an 8GB Win7 machine will have free.
NOTE: I don't use this machine to play on. The only thing running on it is the dedicated server.

Have no issues at all, with 5 players 20% memory usage and around 40% cpu.
