Can't use console commands.

Hello guys, i have some problems with the console commands. When i started to play i could use the console with no problem, but now i can't.
I hit the key for open the console but nothing happens, i already changed the admin password in game and both .ini files. Tried to delete my world i created a new one but still the same.
I'm playing alone, not dedicated server.
Someone have or had this problem and know how to fix?

One more thing, if i recreate my character i'll lost all my itens and construction, have some way or command to make my new character the owner of all those things?
