Playing on official servers is a waste of time right now... and cause of that i hosted my own one with only 10 slots... on my own hardware. There tha game runs absolutly smooth when i play it online together with friends.
Noone says that they don't need to patch anything... if this game would be finished it would not be on EA... so face it... it's EA! And for that this game is very very polished IF the server is right!
Nevertheless , we had a server with an i7 920 and the server didn't use more than 20% of the cpu and we still had massive lag. We changed for a better server and we have no more lag. The problem is that you need an overkill cpu to run the server even though most of you cpu stay unused
I played ARK nearly from day 1 on^^ about 800h... so i know what a bad optimised server feels like... and ARK is even going some steps back right now... so for EA <- you understand this;)?... it's really ok IF the server is right.
I have a business fibre line installed, nothing exciting but it is a bulletproof 100mb line that I can monitor easily, it' performing well and only traffic is flowing through the server.
I monitor system performance, network performance, everything. With the Conan Exiles dedicated server running neither the system or the connection are even breaking a sweat.
It all worked like a dream until the three of us on the server worked all day yesterday on constructing a fort overlooking a river, it's a very large fort, lots of buildings, 4-5 fence foundations high on the cliff side, plenty of lights, fair few thralls.
The sheer number of objects has destroyed performance to the point whereby combat is next to impossible, mobs warping, invisible mobs crippling us.
We have no choice now but to wipe and build small (not very appealing) or test it each time a patch comes out (shame this latest one had no effect on this particular issue but I'm still hopeful they'll get to it.
Problem is, if it's this bad on a dedicated server that is overkill for the task with only three people on it, the game is likely to be far worse on servers with up to 70 player on, I can't imagine they'll be playable at all.
There are a couple of three storey houses in other places on the map but nothing more.

All my friends are running high end rigs so the giant bases we've built in Ark many bigger than this fort aren't a problem.
As you say as well the Ark devs made great strides forward and likely so will Funcom, initially in Ark even small bases were a problem but recently it's running much better. Unfortunately though the problem is worse atm in Conan Exiles so a little more urgent. Ironically client side performance in Conan as far as we are concerned is far better than Ark and it looks better as well.
I'm not dissing Ark btw, we still love the game we just prefer Conan Exiles, I'm a big Robert E Howard fan and we all played AoC when it came out.
