Ive tried that, still doesnt work, ive just got foundations placed, but the stairs only snap to a couple of them
Also you may be having an issue where there is occasionally an overlap that you do not necessarily see obviously...this is especially true with the triangle pieces. Think of the stairs as one large solid 1x1x1 cube, if any other object occupies that space it will not go.
No one mentioned triangles !!

Shift + Mousewheel raises or lowers the placement ghost vertically (Z axis)
Then CTRL and ALT + Mousewheel rotates the ghost on the x and y axes
I did try moving all over the place, even had the foundation on its own, would place on 3 sides just not the side i wanted it to lol
But thanks for suggestions guys :)
Found out that the solution is to break the connection between certain foundations. If it's like 3x3 foundations and you cant place stairs on them, try to remove three in the middle (result = two times 1x3) and place the stairs and then replace the foundations. It is weird, I know. Same with removing building pieces and all of the sudden two rows behind you walls come down or a wheel of pain explodes. :D
