The main thing you need to know is that TF2 VR was developed for the earliest PC VR headsets, the Oculus DKs. These worked a little differently as to how the content was provided to the HMD's screen, they were in fact simply acting as an extended monitor. Modern VR headsets use special drivers and have video output directly streamed to the headset without being an extension of your Windows/Linux desktop.
This means that after enabling the VR mode in TF2 you have to mirror your monitor's display to your headset. There are a few different methods of accomplishing this and I'm really not sure which is the best, it also depends on which headset you have.
Another caveat is that, depending on your headset, TF2 won't do lens distortion of the SBS output because it can't retrieve the distortion info from most modern headsets. This is in theory fairly simple to fix, you just need a shader that does the distortion according to your specific headset, but in practice I haven't yet seen working ones for mine (Oculus Rift). I haven't checked in over a year, though. Supposedly Virtual Desktop used to be able to do it and so you need to look into installing an older version of that, and supposedly people have been working on providing SBS lens distortion shaders for ReShade. But again, I haven't seen it myself.
You'll still get the 3D effect without lens distortion but it will look like there's a tube strapped to your face that you're looking out of.
If your on an Oculus Rift or Quest you will need the PC version of virtual desktop and like Altifier said I can confirm version 1.3 has the features you need to fix distortion. though you can also use modern versions if distortion is not a concern for you.
First off you should watch a video for getting your TF2 client setup to get it ready for VR.

At this point you can see the game inside your headset but you will notice that turning your head does not translate to moving your head in game, to fix that you will need an older version of steam VR

While I have had no flags or issues since downloading the file I would remind you that this is a random file off the internet and it would probably be best not to use or just outright delete the .bat files inside. I do not think these are malicious files but its a better safe then sorry situation.
Once you have your old copy of SteamVR unpack it and move it beside the installation folder for your modern SteamVR client.
Once they are sitting side by side make sure that SteamVr is not running and rename the two folders.
The modern client should be renamed something like SteamVR 1
and the older version should now be renamed SteamVR
Now you can restart SteamVR as you normally would. the Version numbers should now read 1.11.13 and you can now start TF2 with VR support functioning as intended (minus the distortion, you'll need to get VD 1.3 for that)
When your done rename the two SteamVR folders back to what they where and everything will go back to normal.
Now Anytime you want to play just switch the folder names and you will be good to go. TF2 will still function as a normal flat screen game without further modification so you don't have to worry about switching betwen VR and non VR versions.
If you want Virtual desktop you will have to go about downloading the depots, something I have not had alot of success with. Honestly I just downloaded a less then legitimate copy despite owning a copy, It was just easier.
