Just disable sprays in the options. Sounds like the easiest thing to do in this situation.

Just ignore it (Why would anyone suggest such a thing). If you go on administered servers (e.g. GamersUN for where I am), most sprays won't be that bad, and if they show any "bits" then I think that would classify as offensive, you can report those to steam (And normally they will be against the admin's rules unless they say otherwise)

If you really can't handle something as indecent as a picture of a girl in lingery, then you should just disable sprays, that's what that option is there for. Also you should buy some Playboy magazines, really, you need it. No self respecting female member of the human race would go out with someone who can't handle a girl in lingery.
