That's genuinely 5 seconds of information that he padded out to 9 minutes. I could see it being padded out to 30 seconds, but 10 minutes is ridiculous.
Sure, his "cheaters" one was stretched to almost 30 minutes, where it all could be said in 5, but his new one is honestly fine as youtube videos go.
If it was a forum post then your short version is superior.
However, in his video he provided context, examples, explained roughly how it works and his personal opinions. His audience is not as informed as forum dwellers.
Other than being informative he tries to make it entertaining to watch. Youtube videos thrive on personality of their creators and I think Weezy does a pretty good job at it.
Just imagine making people interested in a stagnant gamemode that had last major update almost 10 years ago. Yet he succeeded and I consider it impressive.
Everything he talks about when it comes to strategy is how well it fits into the 2C meta. His background footage is almost exclusively Two Cities. And obviously you can point to many of the times he's called something "suboptimal" simply because it doesn't fit the meta doctrine (Damage scout being the most obvious example but you can point to a lot of things in his subclasses or tier lists videos too)
That by itself isn't the worst thing, 2C bias in MvM youtube videos are nothing new (Look at literally mvm tutorial made by a mainstream tf2ber) but it does kinda irk me since he advertizes his videos as MvM videos and not Two Cities videos. It's not always the creator's fault when people apply their advice incorrectly (see: people calling soldier useless in every expert mission, including custom missions) but stuff like this doesn't really help the problem.
Also he has terrible fashion sense.
What makes him not trustworthy though is what he does behind the scenes just to get what he wants.
His "Cheaters in MvM" video in particular was full of red flags.
