2: yes and no. You can only get aussies on advanced difficulties and higher. Mission drops don't change

Difficulty, joining in the middle of a game, having most points, etc don't affect your chances of getting an australium. It's all random.
The theory of low-tour players getting better loot has been around for ages. Some people went so far as to delete their badge after each tour completion so they would have better luck with drops. If you think about it, there are a ton more low tour players than high tour ones in MvM. So obviously seeing low-tour players dropping expensive loot will occur more often.
MvM just like unboxing is a lottery system. You can get hooked or you can stop before it's too late. Take it from someone with 1K tours, stop while you can.
