I can see Mic Markers regardless of team and actual mic?

Basically, I see mic markers on ANYONE who has a mic even if they're not talking. This includes cloaked spies, and it gives me an edge where it looks like I'm hacking, and I don't want that.

I just want these markers gone when people aren't talking.
It started after the Scream Fortress 2 update.
