Find it randomly, craft it, buy it, trade for it, or complete the required achievement, nothing else obtains it.

you can only find it if you complete the achievments and crafting it is a 50 50 chance but i tryed it five times and never got it and no one wants to trade thier Dead Ringer

You can get it randomly with no achivements or craft it...

WRONG. not sure if you even PLAY a spy, but C&D is number 2. DR=numba tree
