In terms of "Bang per Buck" Diamondback's got it. It's just plain crazy when you get a spy that knows how to take down a nest or even a teleporter, god help you if he's a good shot.
Class by class perhaps something like this.
Pyro- The Phloginstigator, Survivability, raw damage, and can gain Mmph off of flare guns.
Medic- Medigun (kinda obvious, Invulnerable to 99% of things in TF2 when ubered and overheal)
Heavy- Sasha (the stock minigun, 500 DPS at close range)
Solider- Direct Hit (in the right hands that is.)
Demoman- Sticky Bomb Launcher (traps, crazy damage, even claimed OP manytimes)
Scout- Scattergun (can 2 shot most classes and 3 shot the rest.)
Sniper- Machinima (again, in the right hands.)
Spy- again Diamondback
Engineer- Wrangler (mostly due to the shield and a level 3 sentry) gun wise? Widowmaker.
Phlog has not airblast which is one of the greatest utilities for pyro, he's losing more survivability when using it. The machina is also a direct downgrade to snipers who can aim, the extra damage only applies for full charge and it can kill all classes without the extra damage. Its a body shooting rifle and lacks no scoping. In the right hands the vanilla sniper rifle is better. The diamond back is incredibly situational and a spy who can headshot with his ambassador is much more better. I had to rant because these are not good weapons :/ Its not opinion its a fact.
