EDIT: I discovered a file in my TF2 HLDS folder named 'tf_mvm_missioncycle.res'. When I opened it in Notepad++ (I assume Notepad works just as well) I found this[pastebin.com], which splits the three beginner missions apart from the six more advanced missions and details their popfiles. I currently do not know how to set the map to cycle between the second category (holding the 6 advanced missions) as opposed to the first, but it may have something to do with tf_mvm_skill.
tf_mvm_popfile
This is an important console command. If you're running your personal MvM server (which I assume you are, seeing as you're asking for serverside console commands) you can use this to change between the different missions on a map. Here's all of the following popfiles (some share a name with the map that they're set on):
Map: mvm_mannworks
Map: mvm_coaltown
Map: mvm_decoy

sv_vote_issue_changelevel_allowed_mvm
This is just a shot in the dark, so don't quote me on this, but from the name of the console command it's either what allows the use of the changelevel console command in MvM (this is unlikely). It is more likely that it decides whether or not the six players can vote on changing the map to a new one.
