For trading, tf2outpost exists, trade servers exist, theres no reason to trade anything outside a normal weapon someone is missing in a regular server.
Well its not quite worth 12 dollars, 12 dollars is the retail, its the price you pay to support the person who made the hat. Valve allows submissions by modders and gives them a cut of sales, so buying at that price is throwing the guy a tip for his work. But its not usually related to the trade price of the item which tends to be lower. 12 dollars is the maximum theoretical price for it because of the retail price, but it hasn't been more than 2 keys in a while, aka 5 dollars unless painted, or strange. But as unique items go, its still rather expensive compared to a craft hat.
