It's rated M, but there is no rational reason why.
Fear is Rated M. So the notion that TF2 and Fear are on the same adult level is ludacrious.
This is why you don't pay attention to a rating system done by a bunch of soccer moms who don't play videogames.

Can someone tell me what deserves the M and what deserves the T?
This whole rating system is a joke.
Except it's cartoony and doesn't attempt to be realistic.
FEAR got an M rating. Which is appropriate. Rating TF2 the same level is ridiculous.
Children's games with mild violence like jumping on heads or cartoony stuff where the focus isn't the violence is usually E or below T depending.
Stuff with higher violence but without gore or explicit violent images get rated T. This is why a fighting game like Street Fighter 4 has a T rating. It's all fighting and has some mature themes, but there isn't any explicit killing or dismemberment.
M is basically anything with extreme violence, people shooting each other in a non-cartoony way, gibbing, etc. This rating pretty much covers anything above T as an AO rating is only given in extreme cases.
As for TF2, the game is stylized and silly, but it's also got the violence level of an M game. The fact that you're shooting each other and you gib and bleed is why it's rated M. Comparing this to FEAR is apples and oranges.
This is why the ESRB is a joke.
Againb, this is why the ESRB is a total fracken' joke. It places a cartoon stylized game that clearly doesn't take it self seriously on the same rating level as a very gorey, very scary adult game.
The ESRB needs to be replaced. It's not doing anyone any good.
