Now, there's a number of ways to find a server. Using the IP, you can go to Servers in the tf2 main menu, then in the Favorites tab, go near the bottom and click add a server. It should ask you for an IP adress, and then just type/paste it in, either add games at that adress to your favorites or search for games at that adress and add those, and the server should be added to your favorites.
Another way is you can go to the History tab, which shows all the servers you been to. Just serch for the one you're looking for, right click and add to your favorites. I find it helps if you organize them by date.
You can search all of TF2's servers, or through some of your friends' servers as well.
I hope this helped, because I have no idea what I'm talking about.
how to connect to a server you should type "connect 35.226.209.186:27015" example
35.226.209.186 == public IP, 27015 == server port
every user has their own port my port can be 27006 example.
