So I know about this being a promo for Dota, but I can't find it anywhere. Not on tf2outpost, no one on trade/regular servers has it. Does anyone know where I can most likely find one?

It's not tradable and I'm pretty sure the promotion for it ended.

It was given exclusively to one of the winners of some major Dota 2 tournament, I believe it's one of a kind. So you'll never see it in your lifetime.

http://wiki.teamfortress.com/wiki/Clockwerk%27s_Helm. It was given to winners of 2011 Dota2 international championship alongside(I guess) with Snipers Sniping Glass and Storm Spirit´s Jolly Hat. But since any of the winners probably do not play TF2 they haven´t "got" their hats and so they only exist in gamefiles.
I´ve heard about some server where donator or etc. can equip it though. It´s like those donator unusual effects in some servers.
