Different, you might as well ask why a max or earbuds are expensive too, they are early promos before the gold rush on items. Plus they look good beyond the issue of them being a default higher end currency in tf2.
Plus almost no one wears the batters helm.. Being rare alone doesn't 'mean much. Paper money isn't "rare", i'm sure everyone has some but its worth something.
Its not really odd, the bills cap has always been valuable/desirable, the batters helm was a craft hat for the longest time, and even retiring it hasn't changed the fact that most people can't be bothered to wear it. The retired hat bubble was funny, because people forgot people would eventually remember they didn't care about those hats...

Bill's Hat is for every class. Batter's Helmet is only for Scout.
Some reasons why the Batter's Helmet isn't worth as much as Bill's Hat.
If there is a huge demand on that hat, it goes up in price.
Massive demand = Massive price
