When did this start for you?
I deleted everything in my Steam folder exept for "SteamApps" and "Steam.exe".
When everything else is deleted, run Steam with "Steam.exe".
It will reinstall Steam and could take a while.

DO THAT AND IT WILL WORK! TRUST ME!
Go to "Computer/ProgramFiles/Steam" There you should find SteamApps and Steam.exe
IF YOU HAVE A 64 BIT COMPUTER:
Go to "Computer/ProgramFiles(x86)/Steam" There you should also find SteamApps and Steam.exe
note: when i read this discussion carefully, it looks the issue won't be fixed by time, is it?
