This still makes no sense, the targe is cracked and missing a huge chunk, you would think screen would also have better defense, but I guess that it is the way they want the shields to operate.
Because a melee crit does 195 points, full-crit + shield bash will kill just about any non-heavy on either shield. There's an argument against using the Screen w/ the Eyelander (or reskins), because if you're using that you want to reliably kill with the melee, and the increased damage on the shield bash may mean that instead your shield bash kills and you don't get the Eyelander kill bonuses.
As Sentient said, the Chargin' Targe won't deal impact damage at close range, which can allow you to secure more Eyelander Heads if you use said weapon, but otherwise, it'd probably be more efficient to use the Splendid Screen. In an actual match, the Chargin' Targe is generally more efficient since it allows you to survive a fair bit of damage from the much more common damage types, and the Eyelander benefit still applies, although it does mean you lose the ability to instantly kill certain classes by using the bash and critical hit in close range, but that's the choice you need to make.
You either go more defensive with the Chargin' Targe, or you go more offensive with the Splendid Screen; there's no wrong answer, but depending on your intended method of play you may favor one or the other, particularly if you're using the Eyelander.
Thing is, it doesn't really c/o a bug.
Equip the Targe.
Walk right up to somebody.
Bash them -- yes, from point-blank range -- and immediately swing your melee weapon. It'll be a *full* critical swing, 3x damage. Sure, the bash itself won't do damage, but the melee hit will still be a full 195-hp crit, and that still instantly kills everybody in Medieval except a 4+-head Eyelander demo (15 hp left), a Soldier (5 hp left), a Heavy (105 hp left), or a Dead Ringer spy (grrr).
Yes, it's a bug (given that it's *supposed* to only give full criticals near the end of a charge) but it's bugged for both shields.
The Screen's differences are
- lower resistances (explosives usually not relevant unless you're up against Caberknights), fire is somewhat relevant)
- bash does damage even from point-blank, rather than near the end of a charge
- bash does a lot more damage

DOUBLE NECRO ALL THE WAY ACROSS THE SKY
YEAAH YEAAH YEAAH
IT'S A DOUBLE NECRO!
What does it mean?
...But as of now, Chargin Targe is dominant, but I'd be down to clown with either shield.
tide turner
you start with the chargin targin for the fire arrows
then after you learn to dodge you can use the splendid screen for shield bashing works better with the eyelander for more power and health/speed per head
also the skullcutter if you want to make quick health pakcs out of enemies
after you learn to control swinging you should switch to tide turner
so you can kill easily and chain kill afterwards
which is easy to do on degroot since its such a small map
also
ninja capping with the pain train by launching yourself straight at control point C with the rock ramp
i constantly play on probably the only regular/solid fanbase degroot server on tf2
and i can honestly say
all the other regular snipers suck as well
