How do I make my tf2 look like this?

Misunderstood the question Answer. Don't know Texture mod thing go ask the creator of the video

Theres nothing really special about it, maybe they tweaked the colors in editor a bit but not in a good way. Demos are converted at up to even 600fps so the editor can ramp to slow motion whenever he wants to.
