Until undoing the damage caused by downgrading does not take the equal amount of metal the damage caused by a regular Sapper it will be broken.
And the second it does it becomes pointless.

When it was first released, it could cause major glitches with the engine, where if an engineer destroyed it, the Sentry would keep it's level 3 health as Level 1 and would keep stacking it's health until eventually it was next to impossible to destroy. It would also effect map logic, acting like the Sentry was still there after it got destroyed with this glitch active.
Than, they patched it to fix these major issues, and the result was a weapon that was meant to take 3 Seconds to downgrade a building, but somehow Valve still messed this up, and instead made it downgrade buildings in 1.7 seconds, thereby rendering it able to downgrade a fully leveled up Sentry from 3 to 1 IN 3 Seconds, as apposed to leveling it down in a max of 6 seconds, 3 for each level. As for a dispenser, it's Downgraded in half a second. Teleporters though, I don't think it even works on them.
The Red Tape Recorder is also one of the few banned weapons by Valve (One other being the Enforcer).
