I have dota 2 maxed out but have to run TF2 on bare minimum settings.
Mostly, I think it's because TF2 uses a 5 YEAR OLD version of the source engine. Newer versions are both better optimized, and take better advantage of modern hardware features...

I would recommend cleaning out your laptop, defragging the computer, running Game Booster, defragging cache files and validating them.
London Drugs sold it to me. Got a massive discount from a Back To School sale, then an extra $120 off because I requested the floor model instead of the new one in the back. Sure it's got some milage but $400? I'll take it and when it dies I'll take another $400 laptop
