Soda-popper has no kickback, but when hype meter fills, it unleashes mini-crits on those you hit.
but if you really want me to pick between your 2 choices I would choose FaN.
The Force-a-Nature is great on maps where there are pits or cliffs to knock somebody off of.
The Soda-Popper is great on maps with tunnels and long corridors where you practically can't miss.
So take advantage of both weapons by making custom loadouts, there are a total of four loadouts you can create.
used properly it pretty much is on par with stock. Catching someone near a wall or if you're insainly careful and accurate can mean getting two "meatshots" faster then the stock if you get good enough!
Assuming every pellet hits for a perfect meatshot, FaN does more damage then the stock, at the cost of sending the person flying. You can sacrifice a few pellets by aiming just above the knee on most characters (point blank as well) to negate the majority of the knockback and do around 90 damage, then quickly aim slightly up for a perfect meatshot for around 130, effectivly instakilling anything but a heavy. It's tricky, and takes a TON of practice (been playing FaN scout since it came out when I can and I still have trouble lol) but that thing is amazing in capeable hands!
