Usually nothing more unless they need every hat to have level 69 on it and most people don't usually care about it.

If you want to sell the hat quickly, 0% mark up. If you're in no hurry, try jacking the price up 25%. I can usually move lvl'd hats within a week with a ~25% mark up.

Dont listen to these fools that tell you lvl 69, 99 and 100 hats/weapons are worth the same as "normal" lvl hats/weapons as there talking out of there waste exits!
I have sold hats and weapons, gold mk2 sniper lvl 69, TC crafted lvl 69 etc for far far more than there "normal" lvl counterparts. There are alot of lvl 69, 99, and 100 collectors out there and although not all lvl 69 items are worth much more there are certain items that they will pay many times the normal price for. The person who bought my lvl 69 gold botkiller has also offered 40 keys for a lvl 100 mk2 gold botkiller if he can find one which he cant atm. Imo those that tell you its worth the same are either thick or would like to scam the item of you so they can sell it.
