TF2 is different. People design and build graphical models for proposed items and upload them to the Workshop. Other people comment on them, favorite them, etc. Valve may or may not use any particular submission, and if somebody *does* get their model accepted as an official item to be added to TF2, they'll get paid some amount whenever players purchase that item in the store.
you cant download mods in neither the TF2 or Dota 2 workshop, you only rate items for them to be added to the ingame store
