here you go. Specifically, this line: Increased The Red Tape Recorder's downgrade speed from 1.6 seconds to 3.0 seconds. Took me under a minute, all I had to do was go on the official tf2 wiki for the tape recorder and look at the update history, then found the update where they tried to fix it. You seem to not want to search to back up your own claims.
I didn't give you links citing my sources at first because I am not a wikipedia article, and this is not some sort of book report or thing for a job, it is a thing on a discussion board for a video game.
