But I'll give it a shot.
I use stock sniper rifle, jarate, and frying pan. Stock rifle because my sniping style relies a lot on noscoping enemies after a quickscope, which can take out any class except heavy. Jarate is helpful to put out fires on myself or teammates or to help teammates out during a push, and I just like the frying pan in general.
The SMG is good for close-up defense, but I generally hang back from the front lines; and if I need to shoot an enemy up-close, a noscope with the sniper rifle will do a significant amount of damage anyway.
Machina = no noscoping, which I can't really do without when I use jarate.
Heatmaker = I don't really need the "focus" which is the main feature of the rifle... plus sometimes I know I can't pull off a headshot and need to do a bodyshot instead. Stock will do 150 on a fully charged bodyshot, which is enough to kill a medic (my main target as sniper); while the heatmaker only does 138 max.
Keep in mind, stock is usually the all around best weapon... the other weapons are situational or depend on a certain playstyle :)

Rifle at long range, jar + no-scopes at mid range, splash 'n slash at point blank and a hat that might trick enemy Snipers in not even attempting to headshot you.
Picking power, team support and self-defense, no other loadout is as well rounded.
Jarate is an immensly powerful tool to fend off or track down spies, ruin enemy pushes with minicrits [also the extra knockback on uber-trains causes tears amongst Medics] and douse afterburn on your teammates and yourself, which is a godsend since afterburn would normally cause a Sniper to flinch, making headshots as good as impossible.
The downsides this set brings compared to other builds are pretty negligible, the extra fire vulnerability doesn't matter too much - how often do you get away alive from a fight with a Pyro with less than 25 health anyway? - and is lessened by the Jar's extinguishing competences, no-scopes on a jar'd target deal more burst damage and damage/time than the SMG at mid range; its only significant downside to the SMG is the long reload making it suck against multiple enemies attacking you at mid/close range in a quick succession.
But let's be honest, even if he has an SMG in this scenario the Sniper is screwed either way.

This is probably considered the "best" sniper loadout, keep in mind it is not the definite best just the best for most snipers. The heatmaker's focus ability is very situational and requires 3 kills to pull off, the extra bodyshot damage for the stock rifle is enough to kill a medic on full charge. The machina can't no scope, giving sniper less defensive capabilities. So the stock rifle is generally the best all round sniper rifle. The Bazaar bargain is a extremely difficult weapon to use effectively, only advices using if you have better aim than aimbot. The jarate offers great support for team mates and spies, it also does crits when combined with the bushwacka.

THAT is the power house.
Using the Machina doesn't really grant you any considerable upsides over stock because at full charge your rifle is already deadly enough without 15% damage [except for full-charge-bodyshotting Pyros/Demomen duh], penetrating bullets are too situational and too much reliant on randomness to be really that useful and firing team-coloured lines means you will constantly have to change your location because every shot fired gives your current one away, making it more likely that the Sniper is confronted a close/mid range.
However, since in this setup you carry no backup weapon and lack the ability to get no-scopes you have virtually no combat presence at close/mid range.

I only use the Shield for the item bonus (Can't be killed by headshots), otherwise I would use Jarate. Other than that, that would be my regular loadout.
